Ghazi Moinul-Islam

A Muslim cleric from Kashmir was arrested under the Public Safety Act (PSA).

Background

Ghazi Moinul-Islam is a Muslim preacher based in Kashmir. He was arrested in November 2022 under the draconian Public Safety Act (PSA), where the state can detain an individual for up to two years without a trial. The authorities accused him of “instigating” the people of Kashmir. The cleric is a Jamaat e Islami (JeI) member, a social and religious group that adheres to the basic principles of Islam. The Hindu Nationalist government banned the organization in February 2019, accusing it of “unlawful activities” and sharing “close links” with militant outfits in Kashmir. Subsequently, the group members were arrested for one reason or another.

Maulana Ghazi has been outspoken about social evils and critical religious issues within the community. He emphasized social reforms and revival by practising the essential elements of Islam. The cleric has a mass following on social media among the youth.

The arrests have been condemned by the human rights community and prominent political opponents, terming it an arbitrary manifestation of a communal mindset and abuse of power by the rightwing government to silence the voices of the Muslim community leaders in the valley.
